changes on hydrocarbon sector activities\u2019 regime of water-discharges to the sea<\/h1>\n<p>&nbsp;<\/p>\n<p>Colombia\u2019s Ministry of Environment and Sustainable Development <a href=\"https:\/\/phrlegal123-my.sharepoint.com\/:b:\/g\/personal\/eduardo_melo_phrlegal_com\/Ea_KPsWjLplJl4BvNaoKgEsBaEwb_7yqy2skPIH_u3BsKg?e=Qykau5\">just published the draft<\/a> of a new Resolution by which it modifies Resolution 0883 of 2018 (\u201cResolution 0833\u201d), which in turn established the parameters and permissible limit values for water-discharges in the sea.<\/p>\n<p>These limit values and parameters were first defined and assigned (by Resolution 0883) based on the economic activities involved in the water-discharges generation.<\/p>\n<p>The proposed adjustment, brought up by the Resolution draft, relies on the <em>Sulphates <\/em>parameter.<\/p>\n<p>As established by the Ministry in <a href=\"https:\/\/phrlegal123-my.sharepoint.com\/:b:\/g\/personal\/eduardo_melo_phrlegal_com\/Ecn4zD-1fn5LuzX5AQ5uPOEB_aQSm6ej5McQFw0D13d_dw?e=y4XRfK\">the Draft\u2019s Justifying Memoir<\/a>, within the monitoring activities carried out to oversee the implementation of Resolution 0883, there was identified, among other findings, the existence of  \u201c<em>difficulties for applying the \u00ab<strong>Sulphates<\/strong>\u00bb <strong>parameter within the hydrocarbon sector\u2019s productive activities<\/strong>\u201d. <\/em>This, since it was verified that the level of <em>sulphates\u2019 <\/em>natural concentrations in the sea was <em>\u201cmuch higher than the norm\u2019s reference values\u201d <\/em>initially set forth in Resolution 0883 (which was set up to 500mg\/l).<\/p>\n<p>Therefore, embracing other technical agencies\u2019 recommendations (like INVEMAR\u2019s) the new-regulation draft suggests \u201c<strong><em>requiring this parameter\u2019 analysis and report\u201d<\/em><\/strong><em>, <\/em>without subduing it to a permissible limit value, as well as<em> \u201cthe tracking of the discharges-recipient water-system\u2019s environmental conditions\u201d.<\/em><\/p>\n<p>The Ministry\u2019s aim with this amendment is to have a better comprehension and surveillance of this parameter\u2019s behavior on its impact on the sea, and thus \u201c<em>be able to undertake appropriate actions, by the pertinent environmental authorities, in case non-desirable conditions take place\u201d. <\/em><\/p>\n<p>The Ministry <strong>will receive comments on the Draft from the general public up until next Friday, April 22<sup>nd<\/sup>.<\/strong> Comments must be submitted through its incorporation in a <a href=\"https:\/\/phrlegal123-my.sharepoint.com\/:x:\/g\/personal\/eduardo_melo_phrlegal_com\/EZhUvL0jj0pKqWS5sp--xeYB5wg__GJJDmXgKLLpYVIaBw?e=EOyR1e\">pre-established supplied template<\/a>, and be
